The City of Greater Geraldton was faced with the difficult challenge of achieving financial sustainability in an environment of reduced funding, escalating costs and increasing community expectations. Without the financial capacity to renew existing infrastructure and a net operating loss from ordinary activities of $7.5 million, significant change was required.
The Moving Forward project used participatory budgeting, consultation and high-volume communication methods to engage both staff and community in the review of the City’s range and level of service, with the aim of achieving financial sustainability. A redesigned structure emphasised the new focus of the organisation.
Moving Forward has refocused the organisation, providing greater alignment between service delivery, budget and community priorities, achieving a more streamlined and efficient structure. Financial savings of $5.93 million have been achieved and in the process the values and purpose of the organisation have been remodelled and further brought to life.
