The Randwick City Council leadership program is multifaceted. To best suit the requirements of the submission, four individual talent management initiatives are presented.

The overall aims of these initiatives are:
- To ensure long term sustainability in the development of the leadership team
- To commit to developing the current leaders and emerging leaders to the highest levels consistent with best practice and employer of choice outcomes within the local government industry and private enterprise.
Randwick City Council covers 37.42 square kilometers in the eastern suburbs of Sydney. The corporate vision is to be a leader in local government, a leader in the community, a leader in customer service, to be innovative and an employer of choice. Their diverse workforce includes 524 full-time equivalent employees, a headcount of more than 600, 40 different professions, working over 7 days / 20 hours per day at 13 different locations. As a learning organisation, their investment in learning for 2013 – 2014 is more than $900,000 equivalent to $1,717 per FTE with 3.5 FTE in the learning and development section.
